How does RHTP coordinate with Medicaid?
RHTP and Medicaid overlap heavily because Medicaid covers much of the rural population. Well-designed state plans coordinate RHTP-funded services with Medicaid and its managed care plans so the programs reinforce rather than duplicate each other, improving shared quality measures and reducing avoidable costs.
Why coordination matters
Many rural patients are Medicaid members, so RHTP services often touch the same people a Medicaid MCO already manages. Coordination avoids duplication and aligns incentives.
What good coordination looks like
States and plans align on:
- Shared target populations and data
- Complementary (not duplicate) services
- Aligned quality measures (e.g., HEDIS)
- Sustainability via value-based arrangements
Frequently asked questions
- Can an MCO co-fund an RHTP program?
- Plans frequently operationalize or co-fund programs for shared members in coordination with state RHTP initiatives.
