Privacy & cookie policy

How Moodr Health handles information and measurement on RHTP Tracker.

Overview

The RHTP Tracker is built by Moodr Health. It aggregates public information about the Rural Health Transformation Program. It is not an official CMS or government website. This policy explains what we collect and how we use it.

Information we collect

If you sign in, we store your account profile (name and email from your Google account) to manage your API keys and email alert subscriptions. If you request an opportunity-scan report, we store your email address, scan selections and matches, consent choices, source attribution, and any organization name or description you choose to provide. If you submit the readiness assessment, we store its answers, score, organization and contact fields, plus privacy-filtered campaign attribution, so we can provide the requested result and follow up as described in that flow. We collect first-party, privacy-preserving product analytics using a fixed list of interactions such as page, state, opportunity, scan, guide, source, subscription, and referral activity. If you allow optional analytics, Google Tag Manager may load measurement tags configured by Moodr Health. Analytics excludes contact fields, organization names or descriptions, free text, and full URL query strings.

Cookies

We use strictly necessary cookies to keep you signed in. Privacy-filtered campaign fields and in-progress assessment state may be kept in session storage for the current browser tab so attribution survives internal navigation and a refresh. Optional measurement tags are disabled unless you explicitly choose analytics cookies; you can reopen Cookie settings from the footer at any time. Clearing cookies or site data will sign you out and reset those choices.

How we use your data

We use your data to authenticate you, prepare and deliver reports or alerts you request, enforce API rate limits, and improve the product. A requested scan report may include an expiring signed link that lets anyone holding it revisit the non-contact scan selections and current public matches without an account; the link does not include your email or organization details. Report delivery consent does not enroll you in product or opportunity updates; those updates require a separate optional choice. We do not sell your personal information.

Retention

Opportunity-scan report requests have a 180-day retention expiry. Operational delivery records may be retained only as needed to complete, troubleshoot, or document the requested service and applicable consent. You may ask us to delete your report-request data sooner.

Email alerts

Alerts and ongoing updates are opt-in. Every subscription can be unsubscribed from your profile or via the link in each email. Opportunity-scan reports include an anonymous opt-out link when optional updates consent was selected; opting out does not affect the report already requested.

Your choices

You can revoke API keys, unsubscribe from alerts, and request deletion of your account data by contacting us.
